Hancock Voters Seek Reversal In High Court JACKSON UPIAn attorney for a group of Hancock County voters hias asked the Mississippi Supreme Court to overrule a Chancery Court decision and re turn the states first county voter redistricting case for trial Attorney Upton Sission of Gulf port appealed to the high court to reverse a ruling by Chancellor William Hews at Bay St Louis which sustained a general demur rer by the defense dismissing the case The suit filed last Feb 13 by Powell Glass Jr of Bay St Louis and a group of Hancock residents as a class action asked that the county election commission be en joined from holding a further elec I tion for supervisor until redistrict ing had been accomplished The court took the matter under advisement The suit complained that one of the countys five beats had been virtually annihilated by the federal governments purchase of land for the space vehicle test site center in Hancock and Pearl River coun ties It claimed that the county had not been redistricted in more than 100 years and said that efforts to __ I IP ASTORALL PURPOS K I BLEACH wow Baby Food Ss 6 r 49

The Advertising Value of Circulation It is Always Found in the Home Going HomeStaying Newspaper The value of newspaper circulation cannot be gaug ed by the yardstick of quantity any more than a mans brain can be measured by the size of his head There are many ways to estimate the value of newspaper circulation to advertisers but only one way to PROVE it The proof is found on the merchant s balance sheet at the end of the year Thats the one true test of returns on any advertising investment The onetimeonly special sale adver tisement is seldom satisfactory An advertiser may by chance succeed with onetime advertising aiid this may lead him to the conclusion that this kind of advertising is permanently resultful But he doesnt count the cost and will never get much further in an advertising way by clinging to the onetime method Those influenced by such methods are not likely to repeat their purchases un less he continues to tempt them with extravagant price concessions Nor is a single advertisement a true test of the resultproducing power of any newspaper What an advertiser really wants to know about a medium is How do its subscribers

Look Into the Home to Determine Adequate Advertising A DEQUATE advertising in any medium is determined by certain basic facts which are found in the home No advertiser can arbitrarily decide how much advertising effort is sufficient to influence the readers of any newspaper to the fullest degree The answer is found among the readerfamilies Minimum advertising is determined by the minimum purchases of the readergroup The only other controlling factors are the merit and available supply of the merchandise for saleand the spread between cost and selling prices Let us examine a thousand average homes to learn the minimum expendi ture for clothing advertising which can be called adequate The average U S family spends 23535 per year for clothing A thousand families purchase 23535000 worth of clothing annually It is the universal practice of clothing retailers to invest at least 3 for advertising Therefore the purchases of every thousand families who sub scribe to this newspaper justify an investment of more than 7000 in clothing advertising in this medium every year Ten clothing merchants would each be justified in spending 700 per thousand circulation per year Are you positive that your advertising effort is adequate in this newspaper
