Early Incidents Of the Civil War _ i the story of the frigate CUMBERLAND BY CAPTAIN JOHN O JOHNSON OF LIBERTY ME Continued It was le desire to conciliate Virgin ia and no the fear of the rebel troops that led to this hesitating conduct on the part of Commodore McCauley and his refusal to permit Lieut Selfridge to go down and guard the mouth of the Elizabeth river Indeed he was pecu larly circumstanced He was surrouud ed on every hand by officers high in rank in thenavy most of them looked up to as the best officers in the service and all or nearly all of them rebels at heart But this fact was unknown to the commandant and was not mis trusted by him until later The only loval officers at this station at that time were the commandant commo dores or captains as there was no rank of commodore in our navy the senior officer in command of a squadron had that honorary title Morrison and Pen dergrastLieutenants Self ridge and Mur ray and Lieutenant of Mariues Hay wood But they all knew that Govern or Letcher of Virginia had forbidden the pilots of Virginia taking
