State Finances The highest test that can be ap plied to the administralon of public affairs in the condition of the State finances the manner and method of their handling and the results that followed as the expiration of a term of office approaches We propose to submit some facts concerning the management of Louisianas finances that willI be startling to the enemies of the ad ministration and that will rove to 9 arguments more potent than any idle words of praise that could be bestowed arguments unanswerable to the minds of all lovers of wise or good government At the beginning of this adminis tration there were outstanding 486000 of past due unpaid coupons every dollar of which has been retired asd provided for There were outstanding warrants for 1884 85 and 86 amounting to 840000 and this entire amount has melted away under the present administration There have been retired and paid dn full 512400 of interest bearing tate bonds maturing in 1914 thus reducing annually 20480 in in terest alone which the State would have had to pay and aggregating a total saving in interest of about a half million dollars Today there in not a dollar

Coutona During the week under review the only signi ication change in the con dihlns surrounding the cotton market has been the appearance of Eiglish and Continental spinners as large buyers of actual cotton Sales of spot cotton in Liverpool since Friday the 13th inst are estimated at 54000 bales as against 43000 bales for the preceding week This icreaie in the demand for actual cotton is attributable to a disposi tion on the part of spinners to give inore credence to the reports of crop damage on this bide the water The result of this increased demand for cotton has been to stimulate pri ces and yesterday the high water mark for the week namely 8 27 for January was reached On Friday last January contracts sold at 8 19 but mnder liquidating sales induced by the lack of speculative demand jfr cotton prices gradually receded until on Monday the 16th inst enlee were made at 796 Snite that time however Europe appears to have awakened to the fact that perhaps after all there is more truth in the reports of crop damage then they have heretofore be willing to acknowledge This fact is evidenced by their increased purchasea

The Chronicle COLFAX LOUISIANA Inpure Air The importance of ventilation and of i constant supply of fresh air in liv Ingrooms and wherever man abides whether sleeping or waking has often peen mentioned in these columns Without air life is impossible and un lets that air be moderately pure health cannot be maintained although it is astonishing and a proof of the wonderful adaptation of living beings to their environment to note how great an amount of impure air can be endured with seeming impunity There are two forms of impurity in the air gaseous and solid The gases those resulting from the exhalations from the lungs and in city houses from the little unnoticed leaks from the gas pipes and from defective plumbing are the most injurious For the removal of these says New York Weekly free ventilation from open winodwn and open fireplaces s most efficacious but it is of little service in the removal of the other kind of impurity that is to say the solid particles of matter Justwhich are always floating in the air of houses as well as in that of the streets A beam of sunlight entering through a halfclosed shutter makes visible
