Nearly Three Centuries Of Temperance Agitation and Legislation in Maine16361909 BY FRANK W GOWEN NO 6 In 1891 the Peoples Prohibitory En forcement League of Maine was organ ized and incorporated by the legislature Although this organization was rather shortlived yet it did much good in strengthening our prohibitory law and aiding in a more rigid enforcement of the law Dr John C Stewart of York was president of this organization and John W Mitchell of Freedom was its secretary Both gentlemen were promi nent members of the Good Templar or der and the best of feeling and harmony existed between these temperance or ganizations Dr Stewart is still living and only the past winter I met him at the State House in Augusta He is the same earnest and zealous champion of prohibition as in the days when he was an active Good Templar and a power as a debater in our grand lodge John W Mitchell the able secretary of the En forcement League was one of the most fearless temperance workers we have ever had in the State of Maine and his sad ar d tragic death by drowning in the Kennebec at Augusta in 1894 brought

The Second Maine Regiment Left Augusta June 29th for Texas Regi mental Flag Presented by City Addresses by Mayor Viles and Hon Frank M Dut ton 15000 People 1 hrong the Streets to see the Start From the Kennebec Journal Through ianes of cheering people wav ine flags teardimmed eyes and flutter mg handkerchiefs the sections of the three long trains bearing our State of Maine soldier boys to Laredo Texas to serve their countrys flag pulled slowly from the Augusta station Thursday afternoon the first at 520 the second and third sections at intervals of 15 min UtBefore the noon hour hundreds of the 15000 people who thronged Water street and Market Square packed the windows of every block at the south of the street and dotted even the roofs and towers of surrounding buildings had begun to take their positions There was a tense un dercurrent of excitement in the whole spirit of the people who gathered to wish our boys God speed it was a different attitude than any crowd has ever mani fested in this city since the days of the SPinhou8oclocK the expectations of those who had for hours waited patient ly on the street

The First Maine Cavalry A Regiment With a Fighting Record The annual reunion of Co D First Maine Cavalry Veteran Association was overlooked at the time it was held in Ellsworth but it is worth recalling now in connection with the history of this famous regiment The only representa tive present for Waldo county was Abner K Gray of Prospect The meeting was held in Grand Army hail which was dec orated for the occasion with flags and cards bearing the names of 108 battles and engagements which Co D had the proud distinction of being in The First Maine Cavalry saw more fighting than any other cavalry regiment in the service The regiment was organized in the fall of 1861 It was a State regiment the com panies being appointed among the differ ent counties the larger counties being al lowed a company each while of the smaller counties two were allowed a com pany Company D was raised in Wash ington and Hancock counties The reg iment went into camp at Augusta where it spent the long severe winter of 18612 living in Sibley tents banked with snow and heated only by a little stove hung on a

MRS BLAINE S LETTERS Edited by Her Daughter Mrs Harriet S Blaine Beal Mesgrs Duffield Co published last Saturday The Letters of Mrs James G Blaine edited by her daughter Mrs Harriet S Blaine Beal As excerpts from familiar letters that passed be tween the wife of one of the great his torical characters of America and her children and relatives and friends they have a peculiar and intimate charm For Mrs Blaine as this book proves was an excellent letter writer vivacious keen wilted and humorous She draws excel lent little vignettes of Mr Blames fa mous contemporaries his friends and his enemies She makes passing allusions to the great events of the day which are full of insight and acumen Unfortunately she and all her family were in Augusta dur ing Mr Blaines successful candidacy for the Republican nomination in 1884 and the unsuccessful campaign for the presidency that Vilowed Consequently this exciting period goes unchronicled There is very little about Benjaman Har rison that little only indicating that she did not like him The letters begin in 1871 when Blaine was at the height of his popularity as the Speaker of the House and end in 1899

MAINE ITEMS Mothers Aid Law Goes Into Effect in Maine Augusta Me July 7 Capt James F Bagley secretary of the State Board of Charities and Corrections is sending out to the municipal boards instructions on the Mothers Aid law passed at the last session of the Legislature which be came effective today The act provides that every city and town shall help mothers with children under 14 The applicants must apply in person to the Municipal Board of Moth ers Aid and file a statement of their re sources and when medical aid is required the request shall be made to the nearest hospital receiving State aid Dependent children upon reaching 14 shall go to work for the time allowed by the school attendance laws if physically able Cash aid will be given in every case if the mother is found to be compe tent to manage cash and if she is not competent some one else will be ap pointed The municipal board will be re quired to furnish proof satisfactory to the State board that the applicant has lived in Maine for five years When an applicant moves out of a city or town it will be
