(To accompany the petition of the heirs of John F. Shorter.) The Committee on Military Affairs, to whom was referred the petition of the heirs of John F. Shorter, asking pay for services of said Shorter as lieutenant of the Fifty-fifth Regiment Massachusetts Volunteer Infantry from March 24, 1864, to July 1, 1865, having had the same under consideration, beg leave to submit the following report
