The Committee on Claims, to which was referred the petition of George E. Payne, of the parish of Saint Charles, in the State of Louisiana, for damages for the seizure and occupation of his plantation by the government during the war of the rebellion, has had the same under consideration, and begs respectfully to submit the following report
