In the Senate of the United States. January 29, 1872. -- Ordered to be printed. Mr. Wilson made the following report. (To accompany Bill S. 451.) It appears to the Committee, from the evidence in this case, that the petitioner was a first sergeant in the Sixty-fourth New York Volunteers, and that on the 12th day of May, 1864, the commanding officer of his regiment recommended him for promotion to a first lieutenancy in said regiment
