The Committee on Claims, to whom was referred the memorial of T.T. Garrard and others, proprietors and lessees of salt works near Manchester, in the State of Kentucky, praying compensation for the destruction of their salt and injuries committed upon their works by the troops of the United States, in the year 1862, submit the following report
