In the Senate of the United States. March 1, 1870. -- Ordered to be printed. Mr. Abbott made the following report. (To accompany Bill S. 527.) The Committee on Military Affairs, to whom was referred a bill for the relief of Wm. F. Scott, late adjutant Fourth Iowa Cavalry Volunteers, which gives him the difference between the pay of a sergeant-major and adjutant of cavalry, while he was performing the duties of the latter office, but before actual muster, caused by no fault of Lieutenant Scott, make the following report
