The Committee on Military Affairs, to whom was referred the Bill (S. 1300) to authorize the President to restore Tenodor Ten Eyck to his former rank in the Army and to place him upon the retired list of Army officers, have considered the same, and they beg leave to adopt the report made by the Committee at the last session, as follows
