(To accompany Bill S. 369.) The Committee on Naval Affairs, to whom was referred the Bill (S. 369) for the relief of the officers and crew of the United States steamer Monitor, who participated in the action with the rebel ironclad Merrimac, on the 9th day of March, 1862, having had the same under consideration, beg leave to submit the following report
