Mr. Call submitted the following resolution: Resolved, that the Committee on Military Affairs are hereby instructed to report a bill modifying the civil service law so that Union soldiers and sailors who served with distinction in the late war shall not be required to submit to a civil service examination before appointment to any of the offices embraced in that law
