The Committee on Claims, to which was referred the petition of Frank P. Haywood, Sr., for compensation for cotton alleged to have been burned and destroyed by the Federal troops, and for the use and occupation by the United States of a dwelling house owned by the petitioner, together with a bill for his relief, have had the same under consideration, and submit this report
