Mr. Frelinghuysen, from the Committee on the Judiciary, submitted the following report: The Committee on the Judiciary, to whom was referred the petition of John Randolph, administrator of the estate of Sarah A. Lord, widow of Wm. A. Lord, for the passage of a joint resolution removing the bar of limitation in a certain case for damages arising from illegal seizure and sale of cotton, and referring said cause to the Court of Claims, have had the same under consideration, and respectfully report
