The Committee on Claims, to whom this case was referred, report that it appears from the proofs in the case that on the 15th of September, 1861, the fairgrounds of the Agricultural and Mechanical Association of Lexington, Kentucky, were taken possession of by the United States troops, then under Colonel Grigsby, and his troops encamped thereon
